PREFACE
Current law (Article VI.C.) requires an annual addendum, containing all changes and additions to the Imperial bylaws. Rather than do this annually, we shall provide this addendum as a living document. It shall be updated as changes are made until such time as the bylaws themselves are amended to reflect the changes and additions. Changes and additions are in red text, deletions are strikeout.
ARTICLE I: GENERAL

ARTICLE III: MEMBERS
A. MEMBERSHIP 1. OPEN MEMBERSHIP
Membership in the Adrian Empire is open to any interested individual, without restriction of gender, age, race, religion, or national origin. Membership can be terminated by a thirty (30) day lapse following nonpayment of dues, or revocation of membership by the Board of Directors.

MEMBERSHIP SUSPENSION
Membership in the Adrian Empire and all rights therein may be suspended as provided below. a. If a member is charged with a violation of state or federal penal code in connection with or relevant to an Adrian Empire activity, or evidence is provided that a member has harassed, threatened, or otherwise jeopardized the safety and welfare of other members of the Adrian Empire; b. Upon notification of the above (a.), the President shall convene a special panel composed of the Board of Directors, the Crowns of the member's chartered subdivision, and two Royal Crowns chosen from a rotational list; c. The rotational list of Kingdoms shall include Aragon, Esperance, Terre Neuve, Umbria, York, and any new Kingdoms to be added here in order of recognition; d. If a member of the panel is the member in question, that member shall be excused; e. If less than eight (8) members are on the panel, additional Crowns from the rotational list shall be added; f. The panel shall require a quorum of at least five (5) members and the decision to suspend shall require a 2/3rds vote (a minimum of at least four (4)); and, g. Suspension may last no longer than the duration of the pending case against the member, if the case is Adrian and not a mundane criminal case, the trial date shall be set within 60 days of notification of suspension.
E.
MEMBERSHIP TERMS
Memberships are not refundable, but are transferable or assignable. For membership accounting, annual memberships cover the period July 1 to June 30. Annual memberships are due on July 1 of each year. Six (6) month memberships will cover the time period of July 1 to December 31 or January 1 to June 30. Pro-ration shall be as per a schedule determined by the Imperial Steward. (March 2002)

ARTICLE V: MEETINGS OF THE MEMBERSHIP
D. SPONSORSHIP REQUIREMENTS
All Royal Crowns shall be required to sponsor one (1) Crown event per month, of which during the course of a year one must be a war event. The Imperial Crown shall be required to sponsor the Imperial Crown war and any war events which take place between two or more chartered subdivisions. The Imperial Crown may not sponsor more than three (3) Imperial Crown events exclusive of the Imperial Crown War. Not more than two (2) crown events may be war events, with the exception of a Crown or Civil War event. At all Crown events, members shall be afforded the opportunity to earn their requirements for advancement in their area of endeavor.
ARTICLE VI: MEETINGS OF THE GOVERNING BODY
E. OFFICIAL MEETINGS; IMPERIAL ESTATES CALENDAR 3. MEETING DATE, JULY
... The principal agenda items of this meeting shall be: a. To review Imperial level expenses for the past year; a. Qualify and determine fitness of Imperial candidates. b. To finalize enough data to prepare the corporation's tax returns (if necessary); c. To see to any other mundane business. Each chartered subdivision's Crown shall present a copy of his or her chartered subdivision's financial records at this meeting. Attendance at this meeting shall be mandatory for at least one ruling Crown or representative from each chartered subdivision.
F.
RIGHTS OF THE ESTATES 1. THE IMPERIAL ESTATES GENERAL
The Imperial Estates have the right to: e. Any two members: i. May put a proposal on the agenda before the Imperial Estates General. Proposals may be submitted once per Regnal Year (from the Imperial Coronation, the first Saturday of November not including the Imperial Estates General Meeting, through the first Saturday of the following November including the Imperial Estates General Meeting). K.
PARLIAMENTARY IMMUNITY
Parliamentary immunity is intended to protect political speech, and the free exchange of ideas necessary for the body to do its work. This includes the right of a member to ask pointed questions about business. Protected language is limited to comments on legislative, judicial or executive proceedings. Parliamentary immunity does not apply to excessive profanity, malicious character defamation, or deliberate misstatements of fact. Protected political speech has to do with issues and statements of opinion. Unprotected speech is pointed accusations of wrongdoing directed at a person, group, or Adrian body that cannot be substantiated by fact. (July 2002)
ARTICLE VII: MINISTRIES
F. DEFINITIONS 1. THE CHANCELLOR
The Chancellor shall be the chairperson of the Estates including the Estates General. The Chancellor shall be responsible for summoning and chairing all meetings and preparing the agenda. In the event of a tie vote, the Chancellor shall cast the deciding vote. This is the only time the Chancellor shall be allowed to vote. The Chancellor shall sign resolutions and scrolls on behalf of the Estates General.

ARTICLE VIII: SUBDIVISION OF THE EMPIRE
D. CHARTERED SUBDIVISIONS 5. CHARTERS
A Kingdom Charter is equivalent to an Imperial Estates Writ. (Revocation of a Kingdom Charter requires a 2/3 vote of the Imperial Estates.) Under Article VI. F. 1. c. vi, the Imperial Estates may alter, change, amend or revoke a Kingdom's Charter by a 2/3 vote. In addition, if a Kingdom, under the provisions of its charter and local codicils, requests a change to its charter, the revised charter shall follow the normal procedures for charter approval (i.e., submission to the Imperial Crowns and ratification by the Imperial Estates by a simple majority). Once a charter has been changed, altered or amended, a new version of the charter that incorporates those changes, alterations or amendments needs to be issued by the Imperial government. If questions arise, the most recent written form, including minutes of the Imperial Estates meetings, shall be considered official. (Note: Creation of a new Chartered Subdivision requires Imperial Crown approval..See Article VIII.F.3.Establishment, Advancement, and Continuation of Subdivisions)

ARTICLE XI: JUDICIAL COURTS
A. CIVIL COURTS
Civil courts are convened to resolve a member's qualification for knighthood, or at the request of any member desiring that a rule of law be clarified, expanded or extrapolated, unless the Chancellery determines that no significant question of law has been raised. Civil Courts are extremely powerful having the right to rule on the intent of the estates as well as extrapolate new law by examining the intent of one or more Imperial bylaws as they apply to a set of facts.
B.
COURTS OF JUSTICE 2. CALLING A COURT OF JUSTICE
Courts of Justice may be called for the following reasons: e. e. Resolve a member's qualifications for knighthood. Conduct Unbecoming a Knight, which for this purpose and consistent with Judicial precedent, is defined as willful violation of Article I.B.Core Values (July 2002)

ARTICLE XVI: CROWN WAR
A. CONDUCT OF THE WAR
A Crown War held to fill a vacant Crown shall be conducted in the following manner:

NOTICE
The Minister of War shall devise the scenario and advise the Chancellor of the date, time and place set for the war at least sixty (60) days prior to the actual date of the war. In the case of an Imperial Crown War, the war shall be held every year on Labor Day Weekend in a chartered subdivision other than that in which the Imperial Crown resides. (Note: Featherly Park in Esperance is an approved exception.) If there are co-rulers who live in different chartered subdivisions, the war shall be in a chartered subdivision where neither ruler lives. The Chancellor shall notify the populace to submit letters of intent to vie for the Crown. These letters shall be submitted to the Chancellor; in the case of Imperial War candidates must declare at least 30 days prior to the war provide formal declaration on or before closing court of Imperial Interim Civil War (Banner War); and, the Imperial Chancery shall be notified in writing. The letter must indicate the prospective Crown, their consort and whether or not the proposed consort is to be a co-ruler or titled consort only. If the consort is to be a co-ruler, then both parties must meet all eligibility requirements. If the consort is to have no sovereign power the consort need only be a member in good standing with at least 6 months membership.

IMPERIAL CROWN WAR 1. NOTICE
a. Notice Of Date And Site
iii. The sites of the Imperial Crown War shall be in Chartered Subdivisions other than that in which the Imperial Crown resides. If there are co-rulers who live in different Chartered Subdivisions, the war shall be in Chartered Subdivisions in which neither ruler resides. Featherly Park in Yorba Linda, California shall be an exception to this requirement.

Mundane law establishes an age at which a person may use tobacco or alcohol. Adria's policy is that no under-age person may use tobacco or alcohol (or be under the influence thereof) at an Adrian event site. No person shall use non-prescribed controlled substances or be under the influence thereof at an Adrian event site. ...
